So, yes whiplash can and does cause serious pain, headaches and nerve issues (the feeling you have down your arm sounds like a nerve issue).
You need treatment for the whiplash right away. serious whiplash can last for a long miserable time without treatment. The best treatment to start with will be chiropractic care.
Chiropractors are specialists in whiplash. If you can find a chiropractor who treats using the atlas method, or sometimes atlas - orthogonal method, that would be my first choice for you, but any good chiropractor will be able to help you tremendously.
With treatment the pain, headaches and issues going down your arm will begin to change. For most people the headaches start to improve right away.
